Signed Memorandum of Understanding between Slovenia and Hungary in the frame of the Cooperation programe Interreg V-A Slovenia-Hungary

We are informing you that in the frame of Cooperation Programme Interreg V-A Slovenia-Hungary the Memorandum of Understanding between the Republic of Slovenia and Hungary and programme authorities was signed.

In the memorandum both countries and the programme authorities have agreed on the good governance of the Cooperation Programme and defined tasks and responsibilities regarding the financial management, control and audit system and setting up joint structures for successful implementation of the programme.

Government Office for Development and European Cohesion Policy in its role as Managing Authority and Joint Secretariat for Interreg V-A Cooperation Programmes Slovenia-Hungary, Slovenia-Austria and Slovenia-Croatia delivered a training for national first-level controllers on the use of the electronic monitoring system (eMS).

More than 60 representatives of first-level control units from Austria, Hungary, Croatia and Slovenia, and of the Certifying Authority (Public Fund of the Republic of Slovenia for Regional and Rural Development) participated in the workshop whose purpose was to improve and speed up the approval of progress reports. The training was conducted amid announcement of positive opinion by an independent Audit Authority which declared that the Managing Authority and the Certifying Authority for the Interreg V-A Cooperation Programmes Slovenia-Austria, Slovenia-Hungary and Slovenia-Croatia meet the set designation criteria during the accreditation process. 

Workshop for applicants in the frame of the third deadline for the submission of project proposals

Within the 3rd deadline for the submission of project proposals in the Open Call of the Cooperation Programme Interreg V-A Slovenia-Hungary in the period 2014-2020 the workshop intended for potential applicants in the frame of the Open Call was carried out.

The workshop for applicants in the frame of the 3rd deadline of the Open Call for Proposals of the Cooperation Programme Interreg V-A Slovenia-Hungary in the period 2014-2020 took place on Thursday, 2 March 2017 in the premises of City Hall of Zalaegerszeg, Hungary.

At the beginning of the workshop, Dr. Attila Pál, the President of the Assembly of Zala welcomed the participants. The Managing Authority and the Joint Secretariat briefly presented the participants the Cooperation Programme, summarized the most common administrative mistakes, presented the Rules on the eligibility of expenditure, the requirements concerning information and communication, the annexes to the application form and the electronic Monitoring System (eMS), in which applicants will enter and submit their project applications.

The 3rd deadline for the submission ends on 11 April 2017.

The European Commission launched the RegioStars 2017 competition – this annual award celebrates its 10th anniversary this year – for the most innovative regional development projects co-funded by the EU’s Structural Funds, which will be awarded on 10 October 2017 during the Week of European Regions and Cities (OPEN DAYS) in Brussels.

The Award Categories for 2017 are

1) Smart Specialisation for SME innovation

2) Energy Union: Climate action

3) Women Empowerment and Active Participation

4) Education and training

5) CityStars: Cities in Digital Transition

For the 2017 awards, the selected finalists will be invited to attend the RegioStars 2017 Awards Ceremony which will take place in October 2017 in the frame of the OPEN DAYS.

The Managing Authority’s deadline for sending in the most innovative projects to the European Commission is 10 April 2017. We would like to inform you, that the registration for the workshops for applicants in the frame of the Cooperation Programme Interreg V-A Slovenia-Hungary in the period 2014-2020, which will take place on 2 March 2017 in Zalaegerszeg (Hungary), is now possible.

The workshop is intended for potential applicants in the frame of the Open Call for Proposals of the Cooperation Programme Interreg V-A Slovenia-Hungary 2014-2020. It will be carried out in such a way (simultaneous translations will be provided) that participants from both countries may participate at workshop.

The number of places on the workshops is limited.

Approved projects in the frame of the 2nd deadline for submission of project applications

In the frame of the 4th meeting of the Monitoring Committee (MC), which took place on 16 January 2017 in Gosztola Hungary, the members of the MC approved projects that were submitted within the 2nd deadline for the submission of project proposals.

In the frame of the 2nd  deadline of the Open Call, 43 project applications were submitted. At the meeting the members of the MC discussed the 34 project applications that were administratively compliant and eligible assessed for quality. At the meeting, 5 project proposals were approved, further 5 project proposals were postponed and 22 project proposals were rejected.

The ERDF Subsidy contracts are foreseen to be signed with the Lead Partners of the approved projects in March 2017.

Within the Priority axis 1, 4 projects in the total value of 5.425.400,89 EUR ERDF were approved, namely:

  • GO IN NATURE
  • IronCurtainCycling
  • ESCAPE
  • Guide2Visit

Within the Priority axis 2, 1 project in the value of 349.829,11 EUR ERDF was approved, namely:

  • Right Profession II

Within the first and second deadline of the Open Call, funds in the amount of approx. 6,6 million EUR ERDF or about 45% of all available programme funds shell be contracted.

3rd deadline for the submission of projects proposals

The Cooperation Programme Interreg V-A Slovenia-Hungary operates on the basis of the deadline Open Call system. This means that as applicants you can submit project applications continuously after the Open Call has been launched as long as funds are available.

The third deadline for the submission of project proposals in the frame of the programme will close on 11 April 2017 at 12.00 p.m.

Decision on projects postponed

On the program Interreg V-A Slovenia-Hungary was not approved any project, which means that the members of the Monitoring Committee did not reach consensus on the approval / postponement / rejection / putting on the reserve list of projects received within the second deadline. The decision on the projects will be reached at the next ad hoc meeting of the Monitoring Committee, which will take place on 16 January 2017.

On 5 and 6 December 2016, the Monitoring Committee for Cooperation Programme Interreg V-A Slovenia-Hungary at its third meeting on Pohorje, Slovenia did not approve any project for co-financing. In the frame of the second deadline for submission of project applications in total 43 applications were submitted, 34 out of them were then assessed in terms of quality.
